If nobody can explain why a record is a marketing contact, that is a useful audit finding. Before you change its status, establish what the record is for, who owns the decision, and what should happen next.
TLDR: Review audience purpose, current status, pending changes and email subscriptions separately. Then get approval for a defined group of changes and verify the result. A smaller list is not, by itself, evidence of a better process or a lower invoice.

In accounts using this model, marketing contacts count toward the paid contact tier. Non-marketing contacts do not. For your audit, keep three questions separate: What do you intend to do with this record? What is its current marketing status? What evidence supports the intended communication? A contact owner or a lifecycle label does not answer all three.

HubSpot requires marketing contacts for marketing emails, contact-segment ad audiences and related marketing actions in workflows. Its documentation distinguishes these from sales one-to-one emails and sequences, which do not depend on marketing status. Tool eligibility still does not establish permission to send. Keep the CRM record separate from the campaign decision. Customers, suppliers and other business contacts may belong in your database without belonging in an audience you actively market to. Decide from the intended communication, subscription evidence and owner review, not from a record's presence in a contact list.
In Account & Billing > Marketing Contacts, review the current marketing contact count, next update date, configured maximum and tier information. Compare that account-level count with the segment you intend to audit. A campaign list is not the complete billed population. If your team cannot reconcile the two, investigate the difference before approving changes.
Promoting a non-marketing contact to marketing takes effect immediately. Before promoting a group, confirm both its intended use and the account's capacity. HubSpot: set contacts as marketing.
A change from marketing to non-marketing is deferred until the account's next update date. The pending-change property lets you distinguish a scheduled change from one that has taken effect. Record the date shown in the account instead of assuming that every subscription updates on the same day. HubSpot: set contacts as non-marketing.
Exceeding the paid contact tier can trigger an automatic upgrade. A later reduction in marketing contacts does not automatically lower that tier during the term; downgrades are handled at renewal. HubSpot also documents a configurable maximum for marketing contacts, which is separate from the paid tier and controls additional marketing-status assignments from imports and automated features when reached. We recommend recording the current count, paid tier, configured maximum, next update date and renewal date in the same review note. Ask the billing owner to check the account-specific terms. Do not describe a planned status change as realized savings.
HubSpot provides a separate view of a contact's email subscription preferences, including preferences for individual subscription types. Do not use a marketing-status change to bypass an opt-out. HubSpot documents that email subscription preferences remain associated with the email address even if a contact is deleted and recreated with that address. HubSpot: manage messaging subscriptions.
For a practical review, write down the intended audience, the subscription evidence and the person who can resolve an exception. Ask your responsible adviser when a decision depends on legal interpretation. This audit is not permission to send a campaign or change anyone's preferences.

An exception is useful information. If a reviewer cannot justify a decision, preserve that uncertainty in the worksheet. Do not force a yes-or-no answer merely to finish the list.
We recommend six checks. Record the expected result before an authorized person changes anything.
Keep customer data in your approved internal system. Use pseudonymous references in the scorecard, not a copied customer database. An unresolved exception stays open until someone can explain and verify it.
